Welcome and introductions
Sonia Bodi, Chair, ICCMP Coordinating Committee, and Director of the Brandel Library, North Park University, called the meeting to order at 10:00 a.m. with a welcome to all attendees and an introduction of the ICCMP Coordinating Committee members.

Report on the ICCMP

The Illinois Cooperative Collection Management Program has a budget of $244,700 for fiscal year 2003. Due to state budget cuts this figure is less than last year's budget; however, the Northern Illinois University Library, the current home of the consortium, has sheltered the consortium from more severe cuts. For this fiscal year, 79% of the budget was devoted to grants while the remainder was spent on administration and other expenses.
A sample of ICCMP funded grants since 1999 is in the meeting packet. A brief history of the consortium is also in your packet.
ICCMP now has 114 members with 21 new members since the fall of last year. They are Adler School of Professional Psychology, Argosy University of Chicago, Blessing Rieman College of Nursing, Christian Life College, College of Lake County, DeVry Institute of Technology, Erikson Institute for Advanced Study in Child Development, Illinois College, Illinois College of Optometry, Kaskaskia College, Lakeview College of Nursing, Lewis and Clark Community College, Lexington College, McHenry County College, Midstate College, Midwestern University, Saint Anthony College of Nursing, Saint Francis Medical Center College of Nursing, Spertus Institute of Jewish Studies, Trinity Christian College, VanderCook College of Music.
The ICCMP listserv is running well. It averages less than 10 messages a month. All are invited to join. There is no limit to the number of members from any one institution. More information about joining can be found in the meeting packet.
Bylaws James Huesmann, member, ICCMP Coordinating Committee, and Dean of Libraries, Western Illinois University, led a discussion on the proposed bylaws for the consortium.
It was noted that a section of the Bylaws (Article 4, Item 5) has been updated from the first draft that was distributed. It now states that a quorum is defined as "a third" of the Member Libraries. After comments from attendees, another change was made to the draft, Article 8 (second paragraph), to indicate the Urbana Champaign campus of the University of Illinois and the location on that campus as the Archives. The last sentence now reads, "The Consortium Director shall deposit the archival records of the work of the Program at the University of Illinois Archives on the Urbana Champaign campus."
Carolyn Sheehy made a motion to accept the bylaws as amended. Allen Lanham seconded the motion. The motion passed by voice vote.
Introduction of keynote speaker Art Young, Fiscal Officer of ICCMP and Dean, University Libraries, Northern Illinois University, introduced the keynote speaker Tom Peters, Director of the Center for Library Initiatives at the Committee on Institutional Cooperation. His talk was titled, "Library Consortia and Their Discontents."
Council of Academic Libraries report Pam Gaitskill, Chair, CAL Steering Committee, and Associate Vice President/Dean, Prairie State College, gave an update on CAL. She noted that all politics are local and we all need to bring politicians into the library whenever possible. Members of CAL had a brief get-to-know-each-other meeting with Daniel J. LaVista, the Executive Director of the Illinois Board of Higher Education. CAL will be developing a white paper on the role that CAL should continue to play. Other areas that CAL continues to work on are preservation and electronic resources. IDAL has taken over for ILCSO the renewal of the IBIS databases.
Assessment project Mary Munroe, member, ICCMP Coordinating Committee and Associate Dean, Collections and Technical Services, Northern Illinois University gave an overview of the assessment project to date. More information about the assessment project can be found on the consortium's website. After a comment from the audience, a show of hands was called to indicate if directors favored asking for a graduated participation fee from the libraries involved in the project. There was overwhelming support of the idea to ask for moneys from participants to make more funds available for grants. Mary Munroe indicated that she would implement the suggestion.
Subject bibliographers meeting, February 7 Sally Duchow, member, ICCMP Coordinating Committee, and Library Director, Danville Area Community College, and Charlotte Johnson, Past Chair, ICCMP Coordinating Committee, Director of User Services, Southern Illinois University Edwardsville, updated the group on the subject bibliographers meeting that will be held on February 7, 2003. It will be held at the Illinois State Library. The keynote speaker will be Robert Kieft, the Librarian at Haverford College and Editor of ALA's Guide to Reference Sources. Bibliographers will have the opportunity to meet in groups to discuss grant ideas.
Closing remarks Jay Starratt, Vice Chair/Chair Elect, ICCMP Coordinating Committee, and Dean, Library and Information Services, Southern Illinois University, Edwardsville Campus gave the closing remarks for the day.
