Minutes of the Meeting
February 2, 1996

A meeting of the Cooperative Collection Management Committee was held on Friday, Feb. 2, 1996 at the offices of the ISU Foundation in Chicago. Karen Schmidt called the meeting to order at 10:30 a.m. and invited those present to introduce themselves. She welcomed new members Marlene Deuel (representing Illinois library systems) and Sally Duchow (representing Illinois community colleges).

Review of Winter Forum

The Committee discussed the Winter Forum held in December. Cecile Jagodzinski distributed a summary report of that day's activities and thanked those Committee members who had reported on various sessions. She suggested that the report might make a good public relations vehicle, and the group agreed that it should be sent to all invitees to the Forum.

Karen asked whether the Forum had helped clarify the CCM's identity for those attending; Tom Peters noted that there had been mixed expectations for the Forum: some people had hoped it would be an opportunity for bibliographers to get together, while others saw it simply as an opportunity to learn more about the CCM. The Committee discussed ways to combat perceptions that the group is "elitist" in orientation, and whether, indeed, the specialized needs of researchers required a kind of elitism in certain cases.

A discussion on publicizing the work of the CCM and the results of funded proposals followed. Marlene Deuel suggested Illinois Libraries, or one of their special report series, as an appropriate vehicle for dissemination of information. Karen added the idea of sending press releases to American Libraries and Library Journal; the group concurred that moving beyond local reporting would also be beneficial. Area legislators and the IBHE should also be apprised of the Committee's activities, and the way in which funding of academic libraries benefits libraries throughout the state of Illinois. The annual meeting of the Illinois Library Association and regular press releases were suggested as additional avenues for informing our colleagues about the CCMCC.

Karen asked the Committee which libraries should be invited to join the original twenty-seven. It was agreed to invite all academic libraries in Illinois which are members of ILLINET to commit themselves to cooperative collection development in Illinois. Membership in ILLINET implies that libraries will provide access to and share resources throughout the state.

Tom Peters reviewed the general categories of suggestions received from Forum participants. Brad Baker suggested that the Committee rank these for the next meeting. Cecile Jagodzinski will send the list to Committee members to rank before the March 22 meeting, when we will consider them in conjunction with the Committee's short and long-range plans (originally part of today's agenda, but eliminated for lack of time).

Karen asked whether the Forum should become an annual event; the Committee supported this idea. Discussion revolved around ideas for making the meeting more focused and tailored to specific audiences. It was suggested that, in addition, more frequent meetings of bibliographers would provide opportunities not only to work on funding proposals, but to generate new ideas and to get to know subject experts and collections in the state. A joint effort with IACRL may be a possibility.

Grant Proposals

Praises were sung to Allen Lanham, Ned Wass, and Tom Peters, who prepared the new score sheet for assistance in judging proposals. Scorers found the new form clear and easy to use. The score sheets themselves were tabulated by Testing Services at Eastern Illinois University, which provided the Committee with rankings by percent of cases selected, by mean weighted score, and by each of the variables contained in the score sheet.

Discussion of the fourteen individual proposals which were submitted followed. Decisions on funding proposals were made by considering the scoring of proposals, the needs of both researchers and the general public, ease of access to materials, copyright issues, overlap with other State of Illinois initiatives, and innovation in the creation of new sources of information.

Other Business

Ned Wass reported briefly on an ALA Midwinter session he attended on the Missouri Research & Education Network, which links 400 organizations in Missouri electronically.

Karen Schmidt announced that Charles Hale had resigned from the Committee because of additional responsibilities at Millikin University. His position will be left vacant until the next election, which will take place in late spring.

The next meeting of the Committee will be held on March 22, 1996 at Milner Library, Illinois State University.
